This pull request upgrades the gapic-generator version to 1.38.0 and bumps the google-api-core dependency constraint to >= 2.28.0. It introduces a new compatibility module (_compat.py) that centralizes request transcoding and JSON serialization logic. REST transports across all Ad Manager services are refactored to use this shared transcode_request utility, allowing for the removal of redundant boilerplate methods from the base transport files.
